ESMA is organising a selection procedure for three Team Leader positions within the Ratings, Indices and Securitisation (RIS) Department:

  • Benchmarks Team Leader;
  • Securitisation Team Leader; and
  • Small & Medium Credit Ratings Agency (CRA) Team Leader.

The Ratings, Indices and Securitisation (RIS) Department of ESMA is responsible for the registration, ongoing supervision and policy of credit rating agencies (CRAs) and securitisation repositories (SRs). ESMA's RIS Department is also responsible for the policy work under the Benchmark Regulation (BMR) as well as for additional supervisory mandates under the BMR that ESMA will assume from 2022 onwards.

The RIS Department is composed of two Units and three Teams:

  • Investigations Unit: responsible for conducting investigations;
  • Credit Ratings Agency (CRA) Unit: responsible for the assessment of registration applications, the policy work, the day-to-day supervision and risk assessment of the CRA entities;
    • Small & Medium CRA Team: a team within the CRA Unit, responsible for the assessment of registration applications of CRA entities, and the day-to-day supervision of small and medium-size CRA entities.
  • Securitisation Team: responsible for the assessment of registration applications, the policy work and the day-to-day supervision of securitisation repositories;
  • Benchmarks Team: responsible for the policy work and the future supervisory mandates that ESMA will assume in 2022 under the Benchmark Regulation.

Main duties:

ESMA is organising the selection procedure to establish a list of suitable candidates for the position(s) of Team Leader within the RIS Department, and recruit three different profiles from that list:

  • Benchmarks Team Leader;
  • Securitisation Team Leader; and
  • Small & Medium Credit Ratings Agency (CRA) Team Leader.

Securitisation Team Leader:

Reporting to the Head of RIS Department, the Securitisation Team Leader will be responsible for:

  • providing expertise to strengthen ESMA's supervisory activities on securitisation repositories;
  • leading ongoing supervision and risk analysis of securitisation repositories and operation of the STS Register;
  • supporting the analysis of data for regulatory purposes;
  • leading ESMA's policy work in the area of securitisation;
  • contributing to ESMA's work in promoting supervisory convergence among national authorities in the area of securitisation, ensuring the consistent application and enforcement of the STS criteria by national authorities; and
  • supporting the work of the relevant Securitisation Network and the Joint Committee of Securitisation Committee.

Benchmarks Team Leader:

Reporting to the Head of RIS Department, the Benchmarks Team Leader will be responsible for:

  • providing expertise to strengthen ESMA's supervisory activities under the BMR;
  • leading ESMA's policy work in the benchmarks' area;
  • preparing and implementing the plan for the assumption of the supervisory responsibilities in 2022 for the administrators of critical and third country benchmarks;
  • supporting the work of the relevant Benchmark Network and other policy fora;
  • supporting the analysis of data for regulatory purposes; and
  • contributing to ESMA's work in promoting supervisory convergence among national authorities in the benchmarks area, ensuring the consistent application of EU law by National Competent Authorities.

Small & Medium Credit Ratings Agency Team Leader:

Reporting to the Head of the CRA Unit, the Small & Medium Credit Ratings Agency Team Leader will be responsible for:

  • providing expertise to strengthen ESMA's supervisory activities under the CRA Regulation, and especially for small and medium size CRAs;
  • leading ongoing supervision of small and medium size CRA registered entities;
  • leading the application for registrations of CRA entities;
  • supporting the Head of the CRA Unit with regard to the risk analysis of the small and medium size CRAs.

Duties and responsibilities included in each of the three profiles:

  • execute ESMA's strategy related to his/her Team, including objective and strategy setting, definition of target groups, definition of tasks and timing, distribution of responsibilities, establishment and implementation of annual work programmes in the respective area;
  • monitor the evolution of, and contribute to, policy initiatives and development in his/her area;
  • plan and organise the efficient allocation of the work between the various members of the team including managing leaves, contributing to appraisal and resources of the team in line with the relevant policies and delegations; supervise and support the work of the team members and participate in the implementation of the objectives where necessary or appropriate; participate in the recruitment process for new members of the Team;
  • supervise the set up and performance of the various temporary or permanent task forces and project groups; and
  • represent ESMA in meetings and building stong relationships with internal and external stakeholders.

3. Professional qualifications and other requirements

A. Eligibility criteria

To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the deadline for submitting applications:

  • have at least a level of education which corresponds to completed university studies of four years attested by a diploma, and after having obtained the diploma, nine years of proven professional experience;

OR

have at least a level of education which corresponds to completed university studies of three years attested by a diploma , and after having obtained the diploma, ten years of proven professional experience.

  • be a national of a Member State of the European Union or the EEA (Norway, Liechtenstein, Iceland);
  • enjoy full rights as a citizen;
  • have fulfilled any obligations imposed by the applicable laws concerning military service;
  • have a thorough knowledge of one of the languages of the European Union;
  • and a satisfactory knowledge of another language of the European Union; and
  • be physically fit to perform the duties linked to the post.

B. Selection criteria

PRE-SCREENING PHASE

Applications which fulfil the above Eligibility criteria (part A) will be assessed and scored against the Essential requirements (part B.1). Candidates who do not meet all of the Essential requirements (part B.1) will be excluded from the selection process.

Candidates, who meet all of the Essential requirements (part B.1), will be assessed and scored against the Advantageous requirements (part B.2). Within this comparative evaluation of applications, the 6 best candidates for each profile will be invited for the written test and oral interview with the ESMA Selection Board.

B.1. Essential requirements

a) Out of required nine (9) years, at least six (6) years of work experience (acquired after the required level of education, see part 3A) in the area of financial services markets;

b) Excellent oral and drafting skills in English, as well as clear and concise writing style.

B.2. Advantageous requirements

c) The specific requirement for the profile:

  • Securitisation:
    • Experience or knowledge of the Securitisation regulatory framework.
  • Benchmarks:
    • Experience or knowledge of the Benchmark regulatory framework.
  • Small & Medium CRA:
    • Experience of the CRA regulatory framework.

d) Experience with/in international organisations, national authorities or EU institutions in the context of the Financial Sector;

e) Experience in financial supervision at EU and/or national level;

f) Experience in coordinating and/or managing a team (please indicate the team size and how long you have led it);

g) Experience in reporting standards or analysis of financial data;

h) Experience in drafting policy documents at the EU and/or national level;

i) Knowledge of the regulatory framework for financial services in the EU;

j) Work experience in a multicultural environment;

k) Motivation for the advertised position.

INTERVIEWS & WRITTEN TESTS PHASE

Candidates invited for written test and interviews will be assessed against all selection criteria (parts B1 & B2 & B3).

B.3. Supplementary requirements

i) Ability to lead and motivate staff (management skills);

j) Ability to deal with people effectively, and build productive and cooperative working relationships with other Units and colleagues (interpersonal skills);

k) Ability to communicate clearly and present complex subjects simply, both orally and in writing, including to the members of the team (communication skills), and

l) Ability to steer discussions and generate the best possible results without compromising productive working relationships with the other parties involved (negotiation skills).

Candidates who receive at least 60% of the maximum points in both the interview and written test will be included in the reserve list of suitable candidates. Based on the recommendation of the Selection Board, the most suitable candidate(s) on the reserve list will be invited for an. individual meeting with ESMA's Executive Director.

The established reserve list may be used for the recruitment of a similar post depending on the needs of ESMA. Please note that inclusion in the reserve list does not guarantee recruitment.

4. Summary of conditions of employment

  • Successful external candidates may be offered an employment contract for five years as a temporary agent. Any further renewal shall be in principle for an indefinite duration;
  • Successful external candidates will be recruited in the grade and classified in step 1 or 2;
  • The salaries paid by ESMA are those applicable to all EU staff members. They are subject to the correction coefficient for France (currently 117.7%). Salaries are subject to a Union tax deducted at source and are exempt from national taxation;
  • Depending on the individual family situation and the place of origin, the successful jobholder may be entitled to: expatriation allowance (16% of the basic salary), household allowance, dependent child allowance, education allowance, pre-school allowance;
  • installation allowance, reimbursement of removal costs, initial temporary daily subsistence allowance, and other benefits;
  • Annual leave entitlement of two days per calendar month plus additional days for age, grade, 2.5 days home leave if applicable, and in addition on average 17 ESMA holidays per year;
  • EU Pension Scheme (after 10 years of service);
  • EU Joint Sickness and Insurance Scheme (JSIS), accident and occupational disease coverage, unemployment and invalidity allowance and insurance; and
