Lot 1 - ROM for Asia and Pacific, Latin America, Caribbean, and Centrally Managed Thematic Interventions
BACKGROUND INFORMATION
The RC is expected to contribute to the Results Oriented Monitoring (ROM) project, which was awarded to an ICCS-led Consortium in which KOMIS is a partner.
The ROM system is the external monitoring system of the European Commission. It aims at enhancing the European Commission's (EC) accountability and management capacities with a strong focus on results and support to the EU Delegations’ and Headquarters’ services by providing an external opinion, amongst other, on project implementation.
The ROM project focuses on three strands of EU External Assistance: (a) Asia and the Pacific, (b) Latin America and the Caribbean, and (c) Centrally Managed Thematic Interventions.

POSITION SUMMARY
The RC is a Medium Level Expert who is part of the Core Team of the project and (s)he is based in Brussels. The RC coordinates together with the Team Leader and the three Strand Leaders the support to the DG DEVCO on Results Reporting (RR), in close cooperation with the coordinators of the other ROM services, i.e. ROM Review and the Support to Design Logframes and Monitoring/Reporting systems. The RR is a crucial process, as it supports accountability and transparency with EU citizens, institutions and stakeholders on the EU contribution to development progress in partner countries. It also contributes to decision making and to colleting lessons learned while strengthening the effectiveness of the EU’s international cooperation. The RC coordinates:
- the processing of the RR portfolio (which is expected to cover around 1,100 interventions);
- the planning of the RR missions both in the internal and client’s (online) workplans;
- the work of the mission organisers;
- the planning of experts who will conduct the missions and collect the results; and
- the work of the Quality Control experts for the collected results before the submission to the concerned EC services.
In order to be familiar with the recent innovations in the RR process and methodology, the RC will receive appropriate training in Brussels at the start of his/her assignment. Also, the RC will be supported not only by the Core Team, but also by expert(s) who have done the exercise in the past.
The assignment is for one year with the possibility of extension for another two years.
KOMIS encourages a commitment for the entire duration of the ROM contract.
MAIN RESPONSIBILITIES
The RC has the following main responsibilities:
- Set up and supervise the entire RR process;
- Elaborate and update on a daily basis the RR planning and the internal RR workplan;
- Assign experts to missions in cooperation with the Strand Coordinators;
- Deliver training and support to the experts who conduct the RR service and ensure methodological coordination;
- Coordinate the incorporation of management and DEVCO guidelines in the training material;
- Provide hands-on assistance to experts on the use of the RR online platform;
- Coordinate with experts in order to complete the project documentation required for the RR service;
- Coordinate with the Junior experts with regard to the encoding of new Logframes and the organisation of the respective missions;
- Oversee the desk phase, in which the RR experts review the existing project documentation and record results;
- Oversee the field phase, during which physical or remote RR visits to interventions take place;
- Oversee the internal quality control process (implemented by the QC experts) of the results entered by the RR experts on the EU’s online platform. Ensures uniformity of the encoded results and follows up the RR experts’ responses to the EC comments;
- Elaborate RR statistics;
- Coordinate the elaboration the Annual Consolidation Reports which result from the synthesis of the results produced by the various ROM services. The synthesis of the results will be presented in the form of a standardised report to the EC;
- Record lessons learned during each RR exercise and keep adequate records of those;
- Participate in Core team meetings and ensure adequate coordination with the Core Team members;
- Participate in selected Briefing and Debriefings on the RR exercise at DEVCO headquarters, as well as in meetings with the DEVCO ROM Coordination Unit;
- Depending on the effectiveness of the devised planning, participate in RR missions (physical and/or remote) aiming to obtain hands-on experience in the implementation of the RR exercise.
REQUIRED QUALIFICATIONS
- Master’s degree in International Development, Political Science, Management or a related field;
- A minimum of 6 years of professional experience in international development cooperation;
- A minimum of 3 years in results-based approaches, monitoring and evaluation or relevant topics;
- Fluency in English;
- Knowledge of EU Development policies and of EC’s project cycle management;
- Excellent MS Excel skills;
- Effective oral and written communication skills, diplomacy & discreetness;
- Responsibility and attention to details;
- Organisational skills; capacity to develop several tasks simultaneously; break-down complex tasks to simpler ones; problem-solving capacity; respect of deadlines;
- Ability to work as part of a team and in a multicultural environment;
- Willingness and ability to learn.
ASSETS
- Previous experience in working with EU institutions;
- Analytical skills and proven ability to synthesise information from multiple sources;
- Ability to operate in French or Spanish or Portuguese;
- Regional expertise and long-term assignments in EU partner countries;
- Experience in statistical data management and analysis;
- Knowledge of SharePoint or graphics design (graphical presentation of results);
- VBA knowledge.
WORKING CONDITIONS
- Office centrally located in Brussels;
- Standard office environment with shared space;
- Working hours and tele-working possibility can be discussed with the Team Leader.
COMPENSATION
The RC will invoice his/her services on the basis of monthly timesheets during the project lifetime (12 months) with possibility of further extension.
