Things I liked most:

Middle management is competent, at unit level the atmosphere is good, colleagues are generally nice. There is certain flexibility to take on new tasks (often not voluntarily though).

Things could have been better:

Career development is very limited and bureaucracy, not merit driven, tasks/functions sometimes do not correspond to contract and pay slip. Work life balance is an utopia.
